2. Canada declares with respect to the Province of Manitoba, in accordance with Article 63 and pursuant to Article 2, paragraph 3, that the Province of Manitoba will extend the application of the Convention as a whole to child support obligations that are consistent with the law applicable in the Province of Manitoba, including, but not limited to, child support obligations towards persons who are 21 years of age or older and are unable, by reason of illness, disability or other cause, including, but not limited to, enrollment in a full-time program of education, to withdraw from their parents’ charge or to obtain the necessaries of life.
